How to Get Temporary License Plates
When you purchase a car, your license plates may not immediately be available. In this instance, the state will issue you temporary license plates. These plates, often made of paper, are usually valid for 30 to 40 days, or until your actual license plates arrive. In most instances, when you purchase a new car from a dealer they take care of issuing you temporary license plates. However, if you purchase a car from a private individual, you may need to get the plates yourself from your local Department of Motor Vehicles.
Step 1: Contact your insurance company and let them know you've bought a new car. In most instances, they will be able to transfer your insurance policy over for you
Step 2: Go to your local Department of Motor Vehicles. In many instances, you can schedule an appointment.
Step 3: Apply for a temporary license plate when you register your car. In most instances, this will require proof of insurance, the vehicle title, and a bill of sale indicating sales tax was paid on the vehicle.
Step 4: Pay any applicable fees. Most states require a nominal fee for temporary plates. Display your temporary tag prominently on your vehicle. This could be taped facing outward of the rear window, or secured firmly in the license plate frame.
Be prepared to show proof that sales tax was paid, or be prepared to pay sales tax before you get your temporary plates.
Each state has different laws regarding temporary plate requirements. Always check with your state's Department of Motor Vehicles for specifics. Do not attempt to drive a car without license plates. In most states, this warrants a heavy fine.

Rules About Driving Without A License Plate in New Jersey?
Whether you are purchasing a new or a used vehicle in New Jersey you’ll need to make sure your vehicle is properly insured and registered before you can drive it off the lot. There’s a lot of confusion surrounding the rules and regulations that new buyers have to follow, and here we answer some of the most common questions surrounding license plates in New Jersey.
New Jersey is one of 31 states that require a front license plate so you can indeed get a citation for having a vehicle registered in NJ and not having both plates visible. While the owners of high-performance vehicles are the most common offenders, every vehicle requires both front and back plates. In fact, in 2015 alone there were 85,687 summons written for license plate violations in New Jersey.
Pennsylvania is one of a few neighboring states that does not require a front license plate, but as long as your car is registered in PA you should not face any issues driving your PA car in NJ without a front license plate.
In New Jersey, cars and trucks must be titled, registered, and insured before you drive it; although most dealers will issue temporary tags to new customers. If you happen to purchase the car from a private dealer, you can visit an MVC agency and request a temporary vehicle registration.
Generally, the best way to avoid this situation is to complete the transaction for your used vehicle on your property, and once the transaction is complete get a ride in a registered vehicle to complete your new vehicles registration.
New Jersey temporary tags issued by most dealers expire within 30 days of their issue. It is during this time you should register and set up your permanent license plates. Police will pull you over and issue a citation for driving with an expired temporary license/tag.
It’s very common for PA residents to purchase vehicles in NJ only to face the chore of getting said vehicle to PA in order to get registered and get your permanent plates. In this case, you can call Tyler @ 347 773 0737 and complete an application for a temporary vehicle registration (Form BA-49).
To complete this application you’ll need to provide your title verifying your out of state address and proof of insurance. At this point, you’ll be issued a temporary non-resident registration that will expire in 20 days, without the opportunity to renew.
